Colombo (Economy India): India has taken another significant step in strengthening its development partnership with Sri Lanka by launching the next phase of its flagship housing initiative. The foundation stone for a new housing project was laid at the Cannavarella Plantation Estate in Sri Lanka’s Badulla district, marking the beginning of Phase IV of the India-supported housing programme.
According to the Indian High Commission in Colombo, the latest phase is being implemented with grant assistance of more than INR 18 billion. As part of the initiative, 57 new housing units will be constructed at the Cannavarella Plantation Estate, benefiting plantation workers and their families.

Over 10,000 Homes Planned Across Six Provinces
The Indian Housing Project aims to build more than 10,000 houses across six provinces in Sri Lanka. The initiative focuses on improving living conditions for plantation communities, many of whom have historically faced inadequate housing and limited access to basic infrastructure.
The project is fully funded through grants provided by the Government of India, reflecting New Delhi’s continued commitment to supporting Sri Lanka’s socio-economic development.
Strengthening India-Sri Lanka Development Partnership
Housing remains one of the key pillars of India’s development cooperation with Sri Lanka. Over the past several years, India has implemented multiple housing programmes across the island nation, providing thousands of homes to families affected by conflict, natural disasters, and economic hardship.
The new phase further reinforces bilateral cooperation and highlights India’s role as a key development partner in Sri Lanka through grant-funded infrastructure and community welfare projects.
Focus on Inclusive Growth
The plantation sector contributes significantly to Sri Lanka’s economy, particularly through tea production. However, many plantation workers continue to live in aging estate housing. The new homes are expected to improve living standards, enhance social welfare, and promote inclusive economic development in these communities.
The Indian High Commission said the project demonstrates India’s continued commitment to supporting the welfare of the people of Sri Lanka through people-centric development initiatives.
