High-Level Meeting Focuses on Chhattisgarh’s Development Roadmap

(Economy India): Chhattisgarh Chief Minister Vishnu Deo Sai met Prime Minister Narendra Modi in New Delhi to discuss the state’s long-term development strategy, with a special focus on the transformation of the Bastar region, major infrastructure projects, industrial expansion, and welfare initiatives.

During the meeting held at Parliament House, the Chief Minister presented the “Bastar Vision” roadmap and sought the Centre’s support for key projects, including a ₹10,500-crore gas-based urea plant in Rajnandgaon, permanent electricity grid connectivity for 461 remote villages, and the establishment of an All India Institute of Ayurveda (AIIA) in Raipur or Bastar.

The Prime Minister’s Office also confirmed that Prime Minister Modi met Chief Minister Vishnu Deo Sai in New Delhi.

₹10,500-Crore Urea Plant to Boost Agriculture and Industry

Chief Minister Sai urged the Prime Minister to expedite approval for the proposed gas-based urea manufacturing project in Rajnandgaon.

According to the Chief Minister, land acquisition and state-level approvals have already been completed. Once operational, the project is expected to improve fertilizer availability for farmers in Chhattisgarh and neighbouring states while generating industrial investment, direct and indirect employment, and allied economic activities.

Centre’s Support Sought for 461 Remote Villages

The Chief Minister also requested special central assistance to connect 461 villages, particularly in Bastar and other sensitive regions, to the permanent electricity grid.

Many of these villages currently rely on off-grid electricity systems because of geographical and security challenges. Permanent grid connectivity is expected to strengthen education, healthcare, communication, livelihoods and rural enterprise development.

Proposal for All India Institute of Ayurveda

Highlighting Chhattisgarh’s rich biodiversity and traditional medicinal knowledge, Sai requested the establishment of an All India Institute of Ayurveda (AIIA) in Raipur or Bastar.

The proposal aims to promote medical education, research, healthcare services and the herbal economy while creating new opportunities for tribal communities.

Bastar Vision: Development Reaches 39 Lakh People

Presenting the state’s development blueprint, the Chief Minister said government schemes under ‘Niyad Nella Nar 2.0’ and ‘Bastar Munne’ are reaching 5,542 villages, benefiting nearly 39 lakh people across Bastar.

He said the region, once affected by Left Wing Extremism, is now witnessing rapid progress in education, healthcare, roads, railways, electricity, aviation, tourism, sports and livelihood generation through a coordinated strategy of security, trust and development.

Education, Healthcare and Connectivity Receive Major Push

The Chief Minister highlighted that 421 previously closed schools in Naxal-affected areas have been reopened, while new Education Cities are being planned at Orchha and Jagargunda.

He also informed the Prime Minister that more than 34 lakh health check-ups have been conducted under the Mukhyamantri Swasth Bastar Abhiyan, alongside the expansion of medical infrastructure in Jagdalpur and Gidam.

Infrastructure projects such as the ₹3,513-crore Jagdalpur–Raoghat railway line, expansion of air connectivity, the Raipur–Visakhapatnam Expressway, and the proposed Indravati Barrage Project were also discussed.

Industrial Investment Gains Momentum

Chief Minister Sai informed the Prime Minister that Chhattisgarh has received investment proposals worth nearly ₹8 lakh crore following the implementation of the state’s Industrial Development Policy 2024–30.

He said investments are being attracted in emerging sectors including AI data centres, semiconductor manufacturing, hyperscale data centres, electronics, global BPOs, garments, chocolates and medical devices.

The Chief Minister also highlighted Chhattisgarh’s top ranking in NITI Aayog’s Investment Friendliness Index for regulatory ease and institutional environment.

AI Mission and Governance Reforms

The state government also presented its ₹500-crore State AI Mission, aimed at improving governance through artificial intelligence in education, healthcare, agriculture and public administration.

The Chief Minister said Chhattisgarh has digitised 528 government services across 36 departments through the Seva Setu Portal and introduced technology-driven governance reforms, including automatic land mutation after registration and Aadhaar-based digital registration services.

Invitation for Lakhpati Didi Conference

Chief Minister Sai invited Prime Minister Modi to attend the proposed Lakhpati Didi Conference in Raipur in 2027.

He also informed the Prime Minister that 10.42 lakh women in the state have already become Lakhpati Didis, with a target of creating 14 lakh more financially empowered women in the next phase.

The meeting reflects Chhattisgarh’s strategy of combining infrastructure, industrial investment, social welfare and technology-driven governance to accelerate development, particularly in Bastar. The proposals for a large urea manufacturing plant, expanded power infrastructure and an Ayurveda institute indicate the state’s focus on strengthening agriculture, healthcare and industrial capacity. If supported by the Centre, these initiatives could significantly enhance regional connectivity, employment generation and long-term economic growth.
