Raipur (Economy India): The Chhattisgarh state cabinet, chaired by Chief Minister Vishnudev Sai, has approved significant revisions to the Industrial Development Policy 2024–30, marking a strategic move to make the state more investment-friendly, competitive, and employment-oriented. The new measures are expected to accelerate industrial growth while boosting opportunities in the services, tourism, healthcare, and education sectors.

According to officials, these amendments aim to position Chhattisgarh as an emerging investment destination in central India by improving policy clarity, sectoral incentives, and overall ease of doing business.

Job Creation for Local Youth at the Core of the Policy

The primary emphasis of the amended policy is on long-term, sustainable employment for local residents. To achieve this, the cabinet has introduced:

  • EPF Reimbursement (Employee Provident Fund support)
  • Employment Generation Subsidy
  • Special wage support for hiring Chhattisgarh residents

These benefits will now extend to MSMEs in high-growth sectors including pharma, textiles, food processing, electronics, artificial intelligence, and IT, provided they employ 50 or more workers.

“The goal is not just employment figures, but stable and skilled livelihood opportunities for Chhattisgarh’s youth,” a senior Industries Department official told Economy India.

Service Sector Expansion: New Categories Added

In a progressive move, several new service-based industries have been brought under the policy framework, making them eligible for capital subsidies and operational incentives:

  • Computer-based testing & assessment infrastructure
  • E-commerce and digital marketplace aggregators
  • NABL-accredited diagnostic laboratories

This expansion is expected to boost skill development, entrepreneurship, and tech-oriented jobs across districts.

Tourism and Healthcare Infrastructure to Receive Strong Support

The government has introduced targeted incentives to accelerate hotel and medical infrastructure, enhancing both economic and social development.

“Tourism, hospitality, and healthcare can serve as new economic engines for the state,” said a regional industry chamber representative.

Boost to Higher Education: NIRF Top 100 Institutions to Get Incentives

A major highlight of the amendment is to invite top-ranked higher education institutions to set up campuses in Chhattisgarh.

  • Institutions ranked in the Top 100 of NIRF will receive special grants and incentives
  • Support for R&D infrastructure and industry-linked skill programs
  • Focus on creating world-class education and training access for students within the state

Officials believe this could significantly elevate the state’s academic and talent-development ecosystem.

Expected Economic Impact

Policy experts forecast three immediate benefits:

  1. Higher private investment inflows
  2. Large-scale employment generation in MSME and service sectors
  3. A stable and predictable industrial environment

“These policy improvements can help Chhattisgarh emerge as one of the most competitive investment hubs in central India,” an economic analyst told Economy India.

The amendments represent a strategic shift from traditional industrial policy toward a balanced model of investment, employment, services, and social infrastructure. As Chhattisgarh pushes to align with national growth ambitions, these reforms may play a decisive role in shaping the state’s long-term economic direction.
