With ₹150 crore in financial support and targeted incentives, the new policy aims to nurture over 5,000 startups and boost jobs and innovation in the state
Raipur (Economy India): In a decisive move to strengthen Chhattisgarh’s innovation ecosystem and accelerate inclusive economic growth, the state Cabinet has approved the Chhattisgarh Innovation and Startup Incentive Policy 2025–30. The policy aims to nurture more than 5,000 startups over the next five years, positioning the state as an emerging hub for entrepreneurship, technology-driven solutions and job creation.
The initiative aligns with the long-term development roadmap Amritkal–Chhattisgarh Vision 2047, which seeks to transform the state into a knowledge-driven, employment-intensive economy.
Robust Financial Support to Power Startup Growth
At the core of the new policy is a strong financial framework designed to address early-stage funding gaps and reduce credit risk for startups. The Cabinet has approved a ₹100 crore Startup Capital Fund, which will support scaling ventures, along with a ₹50 crore Credit Risk Fund to facilitate easier access to institutional finance.
To encourage innovation at the ideation stage, the policy provides seed funding of up to ₹10 lakh per startup, particularly targeting first-generation entrepreneurs. In addition, startups will be eligible for interest subsidies, rental assistance, and patent filing support, significantly reducing operational costs during the initial years.

Focus on Inclusive Entrepreneurship
A key highlight of the Chhattisgarh Startup Policy 2025–30 is its strong emphasis on inclusive and balanced growth. Special incentives have been introduced for startups led by women entrepreneurs, Scheduled Castes and Scheduled Tribes, persons with disabilities, and enterprises operating in Naxal-affected regions.
By prioritising innovation-led economic activity in traditionally underserved areas, the policy aims to promote regional equity, reduce migration, and create sustainable livelihood opportunities through entrepreneurship.
Employment Generation and Economic Impact
The policy is expected to generate large-scale employment opportunities, especially for the state’s youth. With each startup likely to create multiple direct and indirect jobs, the initiative could add tens of thousands of new employment avenues across sectors such as agritech, mining technology, clean energy, healthcare, manufacturing, and digital services.
Industry Minister Shri Lakhan Lal Devangan described the policy as a transformative step towards making Chhattisgarh a key centre of startup activity and innovation in central India.
“This policy is a crucial milestone in building a future-ready economy. It will encourage innovation, support entrepreneurs, and create quality jobs while aligning with the broader vision of Amritkal–Chhattisgarh Vision 2047,” the minister said.

Strengthening the Innovation and IP Ecosystem
Beyond financial incentives, the policy places strong emphasis on research, development and intellectual property creation. Patent assistance and innovation grants aim to promote a culture of original product development and technology ownership, helping startups move beyond services into high-value innovation.
This focus is expected to enhance Chhattisgarh’s competitiveness in the national startup landscape and attract private investment, incubators and academic collaborations.
Strategic Shift in State Economic Policy
With states increasingly competing to attract startups and venture capital, Chhattisgarh’s new policy marks a strategic shift from a resource-based growth model to an innovation-led development strategy. By combining capital support, social inclusion and long-term planning, the government aims to build a resilient and diversified economic base.
If implemented effectively, the Chhattisgarh Innovation and Startup Incentive Policy 2025–30 could emerge as a model framework for startup growth in non-metro regions, contributing meaningfully to India’s ambition of becoming a global innovation powerhouse by 2047.
