New Delhi (Economy India): In a landmark step toward expanding India’s global workforce footprint, the Government of Romania will provide employment opportunities to around 30,000 Indian professionals every year under a new bilateral labour mobility understanding between the two nations. The agreement, finalized through consultations between the Ministry of Commerce and Industry and the Government of Romania, reflects a growing alignment between India’s “Skill India” mission and Romania’s urgent need for foreign labour to sustain its industrial growth.
Romania’s Growing Labour Demand
Romania, an Eastern European country and a member of the European Union (EU), has been grappling with acute labour shortages for the past few years. Due to large-scale emigration of Romanian citizens to Western Europe in search of better opportunities, the domestic industries—particularly construction, manufacturing, healthcare, and hospitality—are facing severe workforce gaps.

According to official Romanian data, the country requires nearly 100,000 non-European Union workers every year to sustain its infrastructure projects and economic growth trajectory. Recognizing India’s skilled human capital base, Romania has been increasingly turning toward Indian professionals to meet this demand.
“Romania’s economy is expanding rapidly, but its domestic labour pool is shrinking. India’s vast, skilled, and English-speaking workforce presents a perfect fit for our growing industrial and service sectors,” said a Romanian embassy representative in New Delhi.

“This collaboration with Romania complements India’s vision to transform its skilled workforce into a global economic asset,” said a senior official from the Ministry of Commerce and Industry.

The understanding between India and Romania envisions the recruitment of Indian professionals across a wide range of sectors:
Construction and Infrastructure: Engineers, site supervisors, welders, electricians, and technicians.
Healthcare: Nurses, paramedics, and allied medical staff to support Romania’s expanding healthcare system.
Manufacturing and Industrial Operations: Machine operators, assembly-line workers, and supervisors.
Information Technology (IT) and Digital Services: Software developers, system administrators, and data analysts.

Romania’s strong demand for such roles has already drawn workers from countries like Vietnam, Nepal, and the Philippines, but India’s skilled workforce is expected to fill high-value positions in technical and semi-technical fields.

A key feature of the India–Romania labour agreement is its focus on ethical recruitment and safe migration. The two countries are expected to establish a government-to-government (G2G) framework that will regulate recruitment agencies, ensure standard employment contracts, and provide grievance redressal mechanisms for workers.
The Indian government has also emphasized that all overseas recruitments will be carried out through licensed agencies and digital platforms such as eMigrate, ensuring transparency and worker protection.
The Embassy of India in Bucharest will play an active role in supporting Indian professionals through welfare initiatives, orientation sessions, and legal assistance, if required.

This initiative is likely to strengthen India-Romania bilateral relations, expanding beyond traditional trade and investment into human capital cooperation.
