NEW DELHI (Economy India): In a major move to enhance passenger safety and security, Indian Railways has announced that it will install CCTV cameras in all 74,000 passenger coaches and 15,000 locomotives across its network. This ambitious initiative follows successful pilot trials and is aimed at curbing criminal activities, improving monitoring, and creating a safer travel environment for millions of passengers.
The decision was finalized in a high-level meeting held on Saturday, July 12, 2025, chaired by Union Railway Minister Ashwini Vaishnaw and Minister of State for Railways Ravneet Singh Bittu, with senior Railway Board officials in attendance.

Pan-India Surveillance Rollout: A First for Railways
The new surveillance network will see the installation of four dome-type CCTV cameras per coach—two at each entrance—and six high-grade cameras per locomotive, covering all critical areas including front, rear, and sides. Each locomotive cab will also include:
- 1 dome CCTV camera at both front and rear cabins
- 2 microphones at the driver’s desk
- 360-degree surveillance coverage
The cameras are expected to operate seamlessly even at speeds above 100 km/h and in low-light conditions, ensuring reliable, high-quality footage regardless of time or weather.
Privacy-First Surveillance Model
To address privacy concerns, authorities clarified that CCTV cameras will be installed only in common movement areas near coach doors, not inside passenger compartments. This will ensure that while safety is prioritized, personal privacy is protected.
“Our goal is to safeguard travelers without invading their private spaces. Surveillance will be limited to public zones and monitored strictly under government protocols,” said a senior Railway Board official.
AI-Powered Monitoring & Integration with IndiaAI Mission
In a forward-looking move, the Railway Ministry is exploring collaboration with the IndiaAI Mission to integrate Artificial Intelligence (AI) in analyzing surveillance footage. AI could help:
- Identify suspicious behavior in real-time
- Detect unauthorized entry or movement
- Raise alerts for emergencies or accidents
- Improve crowd management in congested routes
Union Minister Ashwini Vaishnaw emphasized that best-in-class equipment should be used and directed officers to ensure STQC-certified cameras are deployed to maintain data accuracy and performance integrity.
Enhanced Railway Security: A Timely Need
Indian Railways carries over 2.3 crore passengers daily, making it one of the largest and most complex public transport systems globally. With rising concerns over passenger safety, theft, harassment, and organized crime, this technological upgrade is timely and necessary.
Successful trials conducted in Northern Railway zones have already shown a significant deterrent effect on petty crimes, thefts, and even passenger disputes.
Data Protection & Cybersecurity Commitments
The Railways assured that all surveillance data would be handled with strict cybersecurity measures and stored under secure, encrypted protocols, in accordance with data protection laws.
The ministry is working closely with government cybersecurity agencies to frame standard operating procedures (SOPs) for footage access, monitoring timelines, and storage security.
Passenger-Centric Modernization
This CCTV initiative is part of a broader Railway modernization roadmap, which includes:
- Upgraded railway stations with smart tech
- Onboard infotainment and tracking systems
- AI-driven scheduling and predictive maintenance
- Real-time mobile apps for security feedback
“Our vision is to create a safe, smart, and sensitive railway ecosystem where passengers feel protected and empowered,” said Minister Vaishnaw.
