Court Clears ONGC to Take Over Suvali Offshore Oil Field Operations

New Delhi (Economy India): In a significant ruling for India’s energy sector, the Delhi High Court has upheld the Central government’s decision to deny Vedanta Ltd an extension of its production-sharing contract (PSC) for the Suvali offshore oil block in Gujarat. The judgment also clears the way for Oil and Natural Gas Corporation (ONGC) to take over the operations and assets of the oil field.

Justice Purushaindra Kumar Kaurav dismissed Vedanta’s petition challenging the Ministry of Petroleum and Natural Gas’s order dated September 19, 2025, which had rejected the company’s request to extend the contract.

Court Upholds Government Decision

Vedanta had sought to overturn the ministry’s decision, arguing that its application submitted in 2021 for extending the June 20, 1998 Production Sharing Contract should have been accepted.

The company also challenged the Centre’s directive instructing ONGC to immediately assume control of the Suvali offshore block’s assets and operations.

However, the High Court dismissed the petition, effectively endorsing the government’s position.

ONGC to Take Over Operations

Following the court’s ruling, ONGC is expected to take charge of:

  • Production operations at the Suvali offshore oil block.
  • Existing infrastructure and assets.
  • Future exploration and production activities in the contract area.

The transition is aimed at ensuring uninterrupted crude oil production from the offshore field.

Significance for India’s Energy Sector

The judgment reinforces the government’s authority over the management and allocation of hydrocarbon resources after the expiry of production-sharing contracts.

The decision is expected to:

  • Ensure continuity of oil production.
  • Strengthen ONGC’s offshore production portfolio.
  • Provide greater clarity on contract enforcement in India’s upstream energy sector.
  • Reinforce regulatory certainty for future exploration and production projects.

Impact on Vedanta

The ruling represents a setback for Vedanta’s upstream oil and gas business, as the company loses operational control over the Gujarat offshore block after more than two decades under the production-sharing agreement.

The verdict also highlights the importance of regulatory compliance and contractual timelines in India’s oil and gas sector.

With the High Court backing the Centre’s decision, ONGC is now expected to assume operational responsibility for the Suvali offshore oil block. The ruling is likely to serve as an important precedent for future disputes involving production-sharing contracts and hydrocarbon asset management in India.
