NDA unveils a 25-point Sankalp Patra promising jobs, women empowerment, free education, and rapid industrial growth to transform Bihar into a developed state by 2030.
Patna (Economy India): Ahead of the upcoming Bihar Assembly Elections 2025, the National Democratic Alliance (NDA) today unveiled its ambitious Sankalp Patra (Manifesto) in Patna. The manifesto focuses on youth employment, women empowerment, agriculture reform, and education, with an aim to build a “Khushnuma Bihar” — a prosperous and self-reliant state in the next five years.

The document, launched at Hotel Maurya in the presence of Chief Minister Nitish Kumar and BJP National President J.P. Nadda, contains 25 key commitments that outline the roadmap for Bihar’s transformation.
Key Highlights of NDA’s Bihar Manifesto 2025
1. One Crore Jobs and Skill Development
The NDA promises to create over 1 crore jobs, both in government and private sectors.
Mega Skill Centres will be established in every district.
A Skill Census will identify youth capabilities and connect them with employment opportunities.
Bihar will be developed as a Global Skilling Hub.
“Our vision is to ensure that every youth in Bihar finds employment and every household has economic stability,” said Nitish Kumar during the launch.
2. Women Empowerment and ‘Lakhpati Didi’ Mission
Under the Chief Minister Women Employment Scheme, women will receive financial aid of up to ₹2 lakh.
A new initiative aims to make 1 crore women ‘Lakhpati Didis’ — women earning ₹1 lakh or more annually.
Through the ‘Mission Crorepati’, selected women entrepreneurs will be supported to become millionaires.
Special driver training centers and low-interest loans will be provided under the ‘Atmanirbhar Mahila Vahak Yojana’.
“Empowering women is central to Bihar’s growth story,” said BJP President J.P. Nadda.

3. Free Education from KG to PG
One of the manifesto’s most significant promises is free, quality education from kindergarten to post-graduation for all poor families.
Nutritious breakfast and improved mid-day meals in government schools.
Establishment of modern skill labs in schools.
Introduction of a state-wide AI Education Program, training citizens in artificial intelligence and digital technologies.
₹5,000 crore investment for upgrading schools across key districts.
4. Farmers’ Welfare and Agriculture Reforms
Launch of the Karpuri Thakur Kisan Samman Nidhi, providing ₹3,000 annually (up to ₹9,000 total assistance).
MSP guarantee for major crops like paddy, wheat, maize, and pulses.
₹1 lakh crore to be invested in agricultural infrastructure.
Matsya (Fisheries) and Dairy Missions to double production and exports.
Five new Agriculture Boards and a New Crop Policy to make Bihar self-reliant by 2030.
5. Industrialization and Infrastructure Expansion
The NDA’s roadmap envisions an industrial revolution in Bihar:
₹1 lakh crore investment through the Developed Bihar Industrial Mission.
Industrial Parks and Manufacturing Units in every district.
₹50 lakh crore private investment targeted in the next five years.
Development of seven expressways and modernization of 3,600 km of railway tracks.
A Greenfield International Airport near Patna, with new airports in Darbhanga, Bhagalpur, and Purnea.
6. Healthcare, Housing and Social Security
Under the ‘Panchamrit Guarantee’, the NDA pledges to deliver:
Free ration for the poor.
125 units of free electricity per household.
Free healthcare up to ₹5 lakh.
Construction of 50 lakh new houses.
Expansion of social security pensions.
Completion of medical colleges in all districts and development of super-speciality hospitals.
7. Tourism, Culture and Heritage Development
Maa Janaki’s birthplace (Sitapuram) to be developed as a global spiritual city.
New circuits including Ramayana, Buddhist, Jain and Ganga Corridors.
Launch of Bihar Heritage Corridor and Film City Project.
Establishment of Sharda Sinha Cultural University and Bihar School of Drama.
₹1 lakh rural homestay program to promote local tourism.
8. Empowerment of SCs, OBCs, and EBCs
₹10 lakh financial aid for selected extremely backward classes (EBCs).
A High-Level Committee led by a retired Supreme Court judge to review socio-economic conditions.
₹2,000 monthly scholarship for SC students pursuing higher education.
Creation of a dedicated Education Fund for SC communities.
9. Sports and Youth Development
Establishment of Bihar Sports City and Centers of Excellence across divisions.
Training programs to nurture national-level athletes.
Sports infrastructure to be built in every district.
