Railways Tightens Emergency Quota Rules

The Indian Railways has revised the rules for booking train tickets under the Emergency Quota (EQ). As per the latest circular issued by the Railway Board, passengers must now apply at least one day in advance for tickets under this quota.

New regulations aimed at curbing ticket black marketing and streamlining charting process; effective from today across India


New Delhi (Economy India): The Indian Railways has revised the rules for booking train tickets under the Emergency Quota (EQ). As per the latest circular issued by the Railway Board, passengers must now apply at least one day in advance for tickets under this quota. The new rules have been implemented from today and aim to enhance transparency, curb black marketing of tickets, and simplify the chart preparation process.


🆕 Key Changes in Emergency Quota Rules

  1. Advance Application Now Mandatory
    • Passengers seeking tickets under Emergency Quota will now need to submit their application at least a day prior to the journey.
    • Same-day EQ requests will no longer be accepted under any circumstances.
  2. Time-Slot Based Application Deadlines
    • For trains departing between 12:00 PM and 2:00 PM, applications must be submitted by 12:00 PM on the previous day.
    • For trains departing between 2:01 PM and 11:59 PM, applications must be submitted by 4:00 PM a day earlier.
  3. Special Instructions for Weekends and Holidays
    • For trains scheduled on Sundays or public holidays, EQ applications must be submitted on the preceding working day within office hours.
    • Example: For a train on Sunday, application must be filed by Friday; for a public holiday, the last working day before the holiday is the deadline.

❓ What Is Emergency Quota (EQ)?

Emergency Quota is a special ticket reservation system in Indian Railways, allocated for passengers in urgent situations. It is generally reserved for:

  • Government officials on duty
  • Medical emergencies
  • Senior citizens under distress
  • Other authorized or special categories

This system allows for last-minute seat allocation in fully booked trains, but has often been criticized for misuse and black-marketing.


📢 Railway Board’s Statement

According to the Railway Board,

“The new EQ guidelines will make chart preparation smoother, minimize last-minute manipulations, and ensure genuine passengers benefit from this facility.”

The move is also intended to curb ticket scalping by unauthorized agents and middlemen.


🔄 Recent Major Railway Booking Reforms

Over the last two months, Indian Railways has introduced three significant reforms:

1. Reservation Chart Finalization 8 Hours in Advance

  • Effective from July 1, 2025, train reservation charts are now prepared 8 hours before departure, up from 4 hours earlier.
  • This gives passengers more time to plan alternative travel if their ticket remains in waiting.

2. Mandatory Aadhaar Authentication for Tatkal Bookings

  • Since July 1, Tatkal bookings on the IRCTC website/app now require Aadhaar authentication.
  • From July 15, an OTP linked to Aadhaar is also required for final ticket confirmation.
  • Agents are restricted from booking AC and non-AC Tatkal tickets during the first 30 minutes of the window.

3. Strict Rules for Waiting List Passengers

  • From May 1, passengers with waiting list tickets are no longer allowed in sleeper or AC coaches.
  • Violators will be fined:
    • Rs440 for AC travel without confirmed ticket
    • Rs250 for sleeper travel without confirmation
  • Such passengers are permitted to travel only in unreserved general coaches.

  • Be mindful of the cut-off times based on train departure slot.
  • Use official IRCTC portals for bookings with Aadhaar verification.
  • Do not board reserved coaches with waiting list tickets to avoid fines.

These changes mark a systematic overhaul of Indian Railways’ booking policies, aimed at increasing fairness, efficiency, and passenger satisfaction. With these reforms, the Railways hopes to ensure that only genuine emergency travelers benefit from EQ and the booking system becomes more secure, transparent, and user-friendly.
