KUPPAM, ANDHRA PRADESH (Economy India): Andhra Pradesh Chief Minister N Chandrababu Naidu on Tuesday virtually laid the foundation for a series of development projects worth a combined Rs 11,360 crore across the state, marking a major push for urban infrastructure development.
The projects cover 123 municipalities across 26 districts and will be implemented under the Hybrid Annuity Model (HAM) for the first time in the state, according to the details provided by the Andhra Pradesh government.
Naidu launched the projects virtually from Kuppam in Chittoor district.

Rs 11,360 Crore Projects Across 26 Districts
Of the total project value, works worth around Rs 7,469 crore will be taken up across municipalities in the state.
A separate package of projects valued at approximately Rs 3,890 crore has been earmarked for the Greater Visakhapatnam Municipal Corporation (GVMC).
The initiative is expected to expand and upgrade urban infrastructure across multiple municipalities while providing a new financing and implementation framework through HAM.
Hybrid Annuity Model to Be Used for First Time
The projects will be executed under the Hybrid Annuity Model, which is being introduced for these municipal works in Andhra Pradesh for the first time.
Under the HAM framework, project financing and execution responsibilities are structured between the government and private-sector concessionaires, with payments linked to the implementation and operation of the project.
The model is widely used for infrastructure development and is intended to facilitate the execution of large projects while distributing financial and implementation responsibilities.

Focus on Urban Infrastructure Development
With projects spread across 123 municipalities, the programme is aimed at strengthening urban infrastructure beyond the state’s major cities.
The scale of the investment package is expected to support infrastructure development across several districts and municipalities, while the GVMC package represents a significant component of the overall programme.
GVMC Gets Rs 3,890 Crore Project Package
Greater Visakhapatnam Municipal Corporation will receive projects valued at approximately Rs 3,890 crore, making it one of the largest components of the statewide initiative.
Visakhapatnam is a major urban and economic centre in Andhra Pradesh, and the infrastructure package is expected to support development needs in the expanding metropolitan region.

Andhra Pradesh Pushes Infrastructure Investment
The foundation-laying programme comes as Andhra Pradesh continues to focus on infrastructure development, urbanisation and investment-led growth.
The state government’s municipal administration infrastructure dashboard lists urban development agencies and institutions responsible for areas including municipal services, urban infrastructure, capital-region development and urban finance.
The Rs 11,360 crore programme therefore represents a significant new tranche of urban infrastructure works, with implementation across a large number of municipalities under a new project-delivery model.
