With 21 sittings planned over 32 days, the session will witness the tabling of 8 new bills and 7 pending ones, covering key sectors like tax, sports, infrastructure, and mining.

New Delhi (Economy India); The Monsoon Session of the Indian Parliament, commencing today and running until August 21, 2025, is poised to be a pivotal period for legislative activity, with the Union Government planning to introduce eight new bills and take up seven pending legislations. The session, spanning 21 sittings over 32 days with a break from August 12 to 18, will address critical issues in finance, governance, sports, and infrastructure, amid heated debates expected from the opposition-led INDIA bloc.
Key Bills on the Agenda
The legislative lineup for the Monsoon Session includes a mix of new and pending bills aimed at economic reforms, governance modernization, and sector-specific advancements. Below is a detailed look at the key bills slated for introduction, consideration, and passage:

Income Tax Bill, 2025
Introduced during the Budget Session in February 2025, this bill seeks to simplify the language and structure of the Income Tax Act of 1961, making it more accessible to the common person. Finance Minister Nirmala Sitharaman has emphasized that the bill retains most existing provisions, including tax rates, but introduces the concept of a “tax year” to replace the dual use of “financial year” and “accounting year.” The Select Committee, chaired by BJP MP Baijayant Panda, finalized its report on July 16, 2025, with 285 suggestions, and the bill is expected to be tabled for passage in this session. If passed, it will come into effect from April 1, 2026.

Manipur Goods and Services Tax (Amendment) Bill, 2025
This bill aims to align Manipur’s GST legislation with national laws by amending the Manipur Goods and Services Tax Act of 2017. It is part of the government’s broader push to streamline taxation frameworks across states. Additionally, a resolution to extend President’s Rule in Manipur, imposed on February 13, 2025, under Article 356(1) of the Constitution, is expected to be tabled for approval, reflecting ongoing governance challenges in the state.
Jan Vishwas (Amendment of Provisions) Bill, 2025
Focused on enhancing ease of doing business, this bill proposes to streamline regulations and reduce compliance burdens for entrepreneurs and enterprises. It is a cornerstone of the government’s economic reform agenda, aiming to foster a business-friendly environment.


Indian Institutes of Management (Amendment) Bill, 2025
This bill seeks to include the Indian Institute of Management (IIM) Guwahati in the schedule of the Indian Institutes of Management Act, 2017, ensuring its formal recognition under the act and facilitating its operational autonomy.
Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025
Aimed at preserving and protecting geoheritage sites and relics of national importance, this bill will promote geological studies, education, and tourism. It underscores the government’s commitment to safeguarding India’s natural and scientific heritage.


National Sports Governance Bill, 2025
This bill aims to establish institutional standards for the governance of sports federations, promote athlete welfare, and create mechanisms for resolving sports-related disputes. It is a significant step toward modernizing India’s sports ecosystem and ensuring fair play.


National Anti-Doping (Amendment) Bill, 2025

This bill seeks to align India’s anti-doping regulations with the World Anti-Doping Agency (WADA) Code and international best practices. It will strengthen the independence of the National Anti-Doping Appeal Panel, enhancing India’s compliance with global sports standards.


Mines and Minerals (Development and Regulation) Amendment Bill, 2025

This bill proposes reforms to the mining sector, focusing on regulatory modernization and sustainable development. It is expected to address issues related to resource allocation and environmental compliance.
Pending Bills from Previous Sessions
In addition to the new bills, the government aims to push through several pending legislations, including:
Bhartiya Vayuyan Vidheyak, 2024: A bill to replace the Aircraft Act of 1934, aimed at streamlining regulations in the civil aviation sector for ease of doing business.

The Boilers Bill: Intended to replace pre-independence legislation with modern safety and operational standards. 
Coffee (Promotion and Development) Bill and Rubber (Promotion and Development) Bill: These bills focus on promoting and regulating key agricultural sectors. 
Indian Ports Bill, 2025: Aimed at modernizing port regulations by repealing the Indian Ports Act of 1908 and establishing bodies like the Maritime State Development Council. 


Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024: This bill reserves seats for Scheduled Tribes in the Goa Legislative Assembly. 
Coastal Shipping Bill, 2024 and The Bills of Lading Bill, 2024: These bills, aimed at updating and simplifying the legal framework for shipping, have already seen progress, with the latter passed by both houses. 


Political Context and Opposition Demands
The Monsoon Session is expected to witness intense debates, with the opposition, particularly the Congress-led INDIA bloc, raising issues such as the Pahalgam terror attack, Operation Sindoor, the Bihar voter list revision, and the restoration of full statehood to Jammu and Kashmir. Congress leaders, including Mallikarjun Kharge and Jairam Ramesh, have called for Prime Minister Narendra Modi’s presence during discussions on these critical issues, criticizing his infrequent parliamentary attendance.


The opposition has also submitted adjournment motions to discuss the Pahalgam attack and U.S. President Donald Trump’s claims of mediating a ceasefire between India and Pakistan following Operation Sindoor. Additionally, concerns over aviation safety, particularly after the Air India 171 crash, and the Special Intensive Revision (SIR) of electoral rolls in Bihar, are likely to dominate proceedings.


Parliamentary Affairs Minister Kiren Rijiju has expressed the government’s willingness to discuss all issues within parliamentary rules, emphasizing an inclusive approach. Lok Sabha Speaker Om Birla has also appealed for cooperation to ensure smooth functioning, describing Parliament as a “sacred temple of democracy.”
Economic and Governance Focus
The session coincides with the presentation of the Union Budget on July 23, 2025, by Finance Minister Nirmala Sitharaman, marking her seventh consecutive budget. The Finance Bill, a key component of the budget, will be a focal point, alongside discussions on economic growth and fiscal deficit targets, set at 4.4% for 2025-26. Minister of State for Finance Pankaj Chaudhary highlighted the government’s multi-pronged approach to sustaining economic growth amid global uncertainties.


The session will also address governance reforms, with bills like the Jan Vishwas and National Sports Governance Bills aimed at streamlining regulations and fostering institutional accountability. The extension of President’s Rule in Manipur and discussions on the state’s GST amendments reflect the government’s focus on stabilizing governance in the region.

The Monsoon Session of Parliament 2025 promises to be a dynamic and contentious period, with a robust legislative agenda aimed at economic reform, governance modernization, and sector-specific advancements. As the government pushes to pass key bills, the opposition’s demands for discussions on national security, electoral reforms, and regional issues will likely shape the session’s trajectory. With 21 sittings ahead, all eyes are on Parliament to deliver on its role as the cornerstone of India’s democratic process.
